Prison Sentence? How long...?

One of brothers' friends was sentenced to 46 months on federal charges dealing with money fraud, money laundering, etc...Are federal inmates generally eligible for early release because of good behavior, parole, etc... What is the shortest amount of time he could possibly serve? Thanks for the help.
