Does getting a stipend through Army ROTC still count as working for the federal government?

I'm trying to file for unemployment and I have a question. Do I put "Yes" or "No" for the question, "Have you worked for the Federal Government in the past 18 months?" Every 2 weeks I get a stipend from the Army because I'm on an ROTC scholarship. Does it still mean I worked for the Federal Government because I get a pay stub from them?
