Why is our President trying to scare us!?

President Bush's speech yesterday was filled with fear and panic inducing words. Why would he use his office to create further panic? Why is he not using calming words that are constructive and directing. What does he have to gain by instigating and furthering m fear with us, the non rich. Do they need us to make noise so the deal goes through so they can keep the money they've been siphoning off of us for the last 8 years. Woudn't that be ironic, if the organizations they hid their money in is one of the organizations that is failing.
