CoD: MW2 online multiplayer question?

I know you can only get one attachment on a weapon, but when I pick up a weapon with "Bling", it will sometimes have two attachments. Is "Bling" the MW2 equivalent of the Black Ops "Warlord" perk? How do you get "Bling"?
