Which Air Force Base lodging in AZ is the best to stay at? Davis AFB or Luke AFB?

I want to surprize my husband and take him to AZ for valentines day weekend. I was wondering which AFB or any Military facility in Tucson/Phx area is the best to stay at. Thank you.
